The Salvation Army Oxnard/Port Hueneme Center for Worship and Services was founded on September, 1899, with Captain Frank Jones in command. It was initially located in a storefront on Oxnard Boulevard as a church, providing some social services (meals, transportation, and the like) as needed in service of individuals who had come for spiritual help. In 1959 the Corps moved to Hill Street where it included a youth center, Christmas assistance, utility assistance, social services and a small Medical Clinic opened one day a week and serving about 40 patients per month.
On April 1, 1996, the Corps moved into a new facility at its present location on W. Wooley Road. This building was constructed with two professional medical exam rooms, an interview room, nurse's office, chart room, dental suite, drug room, and reception area along with an All Purpose Hall, full-service kitchen, office rooms and library/conference room
Currently, we mainly serve low-income, migrant farm workers in Ventura County through safety-net services such as rent/utility assistance, medical/dental services, food pantry (currently providing 200 food baskets per month), as well as spiritual counseling.
The Community Center offers services through Christian ministry, including Sunday worship, music instruction, women's ministry, Bible study and youth services. Alcoholics Anonymous and Narcotics Anonymous also meet several times a week on the premises.
Health Services
The medical and dental clinics serve primarily indigent, uninsured, migrant, and near-homeless individuals with the kind of care they need but cannot easily access unless in an emergency.
Our Medical Clinic began in 1992 when a Salvation Army social worker at our Corps noted that many of the people coming to us were not receiving health care because of their poverty. The social worker asked a public health nurse, Evelyn Burge, PHN, if she would set up health services for the clientele there. Nurse Burge at first began doing immunizations and HIV testing in the Corps AP room one day a week and later was joined by Dale Hoyt, MD. Months later, health services were expanded to two days a week when Becky Argo, MD, began working with her.
In 1993, Nurse Burge spoke at a meeting of the Ventura County Chapter of the Christian Medical & Dental Associations in Camarillo where Jack Broms, MD, heard her explain the health care needs of the poor in our community and felt God’s leading to help her and the other doctors. He and Charles Cho, MD, began promoting the vision for a more formal Medical Clinic and, soon, other doctors began volunteering their services as well.
The vision became a reality in 1996 when the Corps moved into its new building on Wooley Road which was constructed with two professional medical exam rooms, an interview room, nurse's office, chart storage room, dental office, and drug room. In 1999, the Dental Clinic was opened with the help of Leo Weintsein, DDS, who assisted with the certification process and served as it first volunteer dentist.
Health Education
In 2001 a health education program was begun.
The clinic provides a culturally and linguistically (English/Spanish) competent Diabetes Education Class to clients (a majority of the patients at our clinic are diabetic) who are often illiterate in their own language and have extremely limited English language skills.
Every diabetic patient receives a two-hour initial consultation with the Diabetic Nurse Educator and a 15-minute consultation thereafter as they come in monthly to refill their medications.
In 2005, the clinic became a state licensed, stand alone free clinic, continuing its services as one of a few licensed facilities available to the uninsured in the community. The vision is to move the clinic into a larger building on an adjacent lot and provide expanded services.
Dental Services
The Dental Clinic is open Tuesday and Thursdays (8AM to 4:30PM) on a first come first serve basis and provides services free-of-charge for oral examinations, fillings, simple extractions, and X-rays. Dental cleanings are referred to Oxnard College's Dental Hygiene program.
The Ventura County Department of Public Health and Healthcare for the Homeless refers homeless patients for services at our clinic.
We also outreach at the Probation Department and local senior facilities.
In the near future, we plan to outreach to children and their families in local pre-schools.
Food Pantry
The Food Pantry is open year-round on Tuesdays and Fridays for low-income and homeless members of the community.
Clients receiving food pantry assistance are interviewed about their current living conditions, reasons for needing the help, their income, and familial relations in order to determine other help they may need.
Food is collected by individual donations and from a monthly Food Share allocation based on the number of people served the previous month.
The number of people served from October 2006 - February 2007 was 2,156 and the number continues to grow every month.
Our kitchen currently provides weekly feedings to 15 seniors at their domicile as well as sit-down meals to clients during Thanksgiving/Christmas.
Safety Net Services
Basic safety net services that offer rent and utility assistance, transportation vouchers, clothing vouchers, etc., is also provided at the Corps.
Winter Homeless Shelter
Our Corps supports the efforts of the West Ventura County winter homeless shelter, providing cots and meals for homeless individuals during the time when the local armory is unavailable.
